The East District Family Resource Center (FRC) was developed through a community-wide collaborative process and partnership effort (including East District residents, the City of Richmond, the Annie E. Casey Foundation, Memorial Child Guidance Clinic, Parent Resource Network, and other service providers and community organizations) designed to improve outcomes for children and families in Richmond's East District community.
Mission/Purpose
The East District Family Resource Center, established in 1998, is a non-profit organization, whose mission is to provide prevention and support services to improve the quality of life for families and individuals in the City of Richmond.

- Basic Family Needs Services (Emergency Food, Clothing, Heating Assistance)
- Education Programs/Classes (GED, Computer Classes, Tutoring etc.)
- Parent Support Groups
- Self-Sufficiency Programs (including Financial Literacy, Life Plans, Life Coach)
- Youth Transition Programs (e.g. Youth Technology Project)
- Parent & Youth Programs to reduce alcohol, tobacco and other substance use
- Family & Individual Intake and Assessment
- Information & Referrals for intensive case management & other comprehensive community services through collaborative partnerships
